Just wondering, with the 1.7 CDTI should the Turbo kick in at 1st gear? I have a work mate who swears it should. Someone else I know with a Fiat 1.3 CDTI says his turbo kicks in at 1st. I'm quite positive mine doesn't.
Any information would be appreciated.

The turbocharger should kick in in all gears, it is driven by the exhaust gas of the engine. It probably isn't as noticable in 1st gear because the engine is not under as much load so by the time it has spooled up it's time to change to 2nd gear. The only real way to know how much the turbo is boosting is to have a boost guage

Correct, for proper boost, you need full load on the engine which may not be happening in first gear.

You maybe getting 60-70% of the normal boost pressure in first gear.

This is why you cant get substanial boost revving in neutral! Imagine if you did how quickly it would rev!

I have no boost haha, I change gear and can stick my foot down and there is like a 5 second lag before it even tries to pull. I am working the gears perfectly fine also.
